Cultural tourism, which accounts for 40% of the total tourism industry, is suffering, with the number of foreign tourists down by 75% in 2020 compared to 2019. Following the closing of concert halls, theaters, bookstores, and cinemas, royalties earned by authors could have fallen by up to 35% in 2020, resulting in a €3.5 billion global deficit.

The step taken by UNESCO is seeking to provide alternate means of facilitating access to cultural heritage during the COVID-19 pandemic, as well as to develop new ways to exchange culture in the future.
